The Eastern Iowa Workforce Board (EIWB) is pleased to announce the release of a Request for Proposals (RFP) for the One-Stop Operator for the newly designated Eastern Iowa Workforce Area.
The One-Stop Operator plays a critical role in coordinating service delivery across the IowaWORKS system and ensuring alignment among required partners to support job seekers and employers throughout the region.

Release Date: April 27, 2026
Proposal Deadline: May 27, 2026
This procurement reflects the formation of the Eastern Iowa Workforce Area and the Board’s commitment to a coordinated, high-performing workforce system across the region.
At this time, all official procurement documents are being housed on the Mississippi Valley Workforce Development Board website and will remain there until the Eastern Iowa Workforce Development Board becomes effective on July 1.

Request for Proposals
The Eastern Iowa Workforce Development Board (EIWDB) has released Requests for Proposals (RFPs) for the delivery of WIOA Title I Adult & Dislocated Worker services and WIOA Title I Youth services. These procurements are being issued as part of the merger of the Mississippi Valley Workforce Development Board (MVWDB) and the South Central Iowa Workforce Development Board (SCIWDB), creating a new workforce area serving 22 counties across Eastern Iowa, effective July 1, 2026.
The selected providers will deliver workforce services through the IowaWORKS system and play a key role in supporting job seekers and employers throughout the expanded region. Organizations with demonstrated experience in workforce development and performance-driven service delivery are encouraged to review and respond.
